The Cultural Transformation Project is an organizational transformation project that is designed to improve the internal relationships and operations of the 4th District to develop police officers that are empathetic, culturally responsive, and fully-equipped to be the guardians of their communities they serve. Recognizing that the key to lasting change is working from the inside out, the foundation of the work is based upon the results of a Cultural Diagnostic Survey which provides an honest assessment of the internal culture of the 4th District and serves as a catalyst for innovation and institutional change.
